PB defines value engineering as a systematic, creative effort to analyze a project's systems and components, ensuring that required functions are achieved at the lowest possible overall cost—without sacrificing quality, safety or reliability.

We have developed a broad range of value engineering experience with transit, highway, marine, industrial, energy generation, commercial and governmental projects. Our in-house teams of qualified professionals have both formal training and hands-on experience, making them well prepared to approach every assignment in an effective and efficient manner.

Our experience has demonstrated that "value" is built into a project, not added later; the greatest benefits to a client are realized in the early phases of a project. The PB philosophy, then, centers around involving the project owner in value engineering early on in the design standards process.
